What's the Difference Between Development Editing, Copyediting, and Proofreading?

Focus of the development editor (DE): Make it work.

The development editor takes content that doesn't work and turns it into acceptable material.

Focus of the copyeditor (CE): Make it smooth.

The copyeditor takes material that works and makes it more readable.

Focus of the proofreader (PR): Make it clean.

The proofreader takes readable material and ensures that it's consistent in language and layout. The proofreader reviews material that has previously been copyedited (preferably by someone who knows what s/he's doing).
